The city has begun discussing proposals to impose term limits on elected officials and eliminate the elected officials' pension plan in the future.
The two most prominent items from Thursday's Canton City Council meeting were personnel issues regarding elected officials in the City of Canton, including the possibie imposition of term limits and the phasing out of the pension plan. Councilman Bob Rush mentioned that the City of Woodstock has term limits for its elected officials, and suggested a two term limit for all of Canton's elected officials. Rush had intended the proposal to impose term limits on Canton's elected officials as a supplementary poll to the bond referendum on construction of three new fire stations scheduled for next year, but was informed by Mayor Gene Hobgood that the City of Canton cannot in fact legally sponsor polls. The Canton City Council will give the go ahead for a feasibility study on ways to pay for the running of three new fire stations.
The Canton City Council will discuss a feasibility study on a fire service fee to cover the costs of operating three new city fire stations at their meeting Thursday evening. Although the City of Canton is planning to conduct a bond referendum to pay for the construction of the three new fire stations, this fund does not provide for maintaining and operating the stations after they are built. According to the proposal from Savannah-based Ecological Planning Group (EPG) (see attached pdf), the construction of the new stations would likely reduce the city's ISO (Insurance Service Office) Rating from a 4 to a 3. The city council is going forward with a plan to scrap the Fire District Tax and finance the construction of three new fire stations with a bond referendum.
The Canton City Council has asked City Manager E. Scott Wood to "look into" creating a bond referendum in 2013 that would pay for the construction of three new fire stations for the Canton Fire Department. Councilman Bob Rush voted to support the bond referendum, although he had reservations about doing so. "A bond referendum only pays for the construction of the buildings," he said. "If we had to raise $1.3 mil for staffing, seniors would have to pay $47 more a year in taxes." Rush also said he was leery of borrowing money again, as the city is still paying the interest on the loan taken out for the reservior.
